It's often to see people waving their arms and twitching body while doing a lecture, and it's considered normal. Some are even trained specially to put in these body languages in their talks, to be more "natural"; Nowadays if we see a person standing at the podium speaking without doing a little bit of gesture and just standing still, it isn't natural, and that's why the body language is extremely important when it comes to giving a good speech.
As for why people say: the body language shapes who you are, I agree with it, for we can even tell a person's personality, his or her character through body language. People who have big gestures and certain body language are often outgoing and easy, the opposite for the shy ones. And there are also people who restricted themselves to certain areas of gestures, for example, a tight circle by their side (gestures never exceeding, or passing the circle) these people can be well trained, or high disciplined.
However, this concept is getting blurry, for the body language of a person, as said before, can be trained, and we can no longer tell one's personality from it. But I guess it's really a good tip to know the person first through the lecture, like having a little information of his background before the actual and final meet. So the next time, if you see someone's doing a speech, put more attention into the gestures rather than the talks, and see if you can notice anything in particular.
